Tax Incentives for the Veteran's Way Industrial Area

The Veteran's Way Industrial area is located in a strategic investment zone, enterprise zone and a rural renewable energy development zone.

Strategic Investment Zone:

Administered by Business Oregon (state agency). The Strategic Investment Program (SIP) exempts a portion of large capital investments from property taxes. The program is available statewide for projects developed by "traded-sector" businesses, most often used for manufacturing firms. "Traded sector" is defined in Oregon law as "industries in which member firms sell their goods or services into markets for which national or international competition exists."

Depending on the investment size, the Strategic Investment Program can offer exceptional benefits in terms of net present value.

County Enterprise Zone:

Administered by Clackamas County. Enterprise zones are designed to encourage business investment through property tax exemption in designated areas of Clackamas County for a period of three years to five years. Locating or expanding into an enterprise zone provides a financial incentive for industrial businesses to expand their facilities, invest in machinery and hire new employees.

Eligible business includes manufacturers, processors, shippers and a variety of operations that serve other organizations, as well as call centers and headquarter-type facilities. Hotel/resort businesses also are eligible in the Sandy Enterprise Zone only. Retail, construction, financial and certain other defined activities are ineligible.

Rural Renewable Energy Development Zone:

Administered by Business Oregon (state agency). Rural Renewable Energy Development (RRED) Zones offer an incentive to encourage investments that either:

  • Harness wind, geothermal, solar, biomass or other unconventional forms of energy in Oregon to generate electricity, or
  • Produce, distribute or store any of a wide variety of biofuels.
